Recommendation 18

18 Deferred

National policing system needs greater resilience to respond to emergencies without significant government intervention.

Conclusion
The Government’s approach to working with police forces during the disorder was clearly seen as appropriate by the police leaders involved, who welcomed the level of support and challenge they received. The assurances that the Government provided helped to ensure that the police were able to mobilise effectively nationally. However, while some level of government involvement in an emergency will always be necessary, and some level of assurance will always be required, ideally the national policing system would be sufficiently resilient to respond to emergency situations without requiring Government intervention. (Conclusion, Paragraph 63)
Government Response Summary
The government acknowledges the limitations of current policing systems and states that the Home Office’s upcoming White Paper on police reform will cover issues relevant to creating a more effective and resilient national policing system, deferring specific actions.
Government Response Deferred
HM Government Deferred
Although officers demonstrated exceptional bravery last summer, the police were limited by the systems available to them. The police, and the public they serve, need a system that is fit for purpose and fit for the future. The Home Office’s White Paper on police reform will cover issues from technology to the future workforce, from how the policing system can work better to tackle fast changing crime, to leadership and culture. The Home Secretary has been clear that she will work with policing in partnership to address the existing challenges and help the system deliver effective and efficient policing to the public.
