Recommendation 10

10 Deferred

National policing structures inhibited disorder response and created business-as-usual deficiencies.

Conclusion
We agree that despite the best efforts of policing leaders, shortcomings in national policing structures inhibited the response to the disorder and national mobilisation came too late. The disorder highlighted deficiencies that also affect business-as-usual policing, such as a lack of reliable national data. We welcome the Government’s commitment to reforming the national policing landscape, and to consulting with police leaders to define it. However, there are opportunities beyond the areas the Government has already outlined, for example in tech adoption, workforce planning and investigations. (Conclusion, Paragraph 43)
Government Response Summary
The government acknowledges limitations in policing systems and states that an upcoming Home Office White Paper on police reform will cover issues including technology, the future workforce, and system improvements, thereby deferring specific actions.
Government Response Deferred
HM Government Deferred
Although officers demonstrated exceptional bravery last summer, the police were limited by the systems available to them. The police, and the public they serve, need a system that is fit for purpose and fit for the future. The Home Office’s White Paper on police reform will cover issues from technology to the future workforce, from how the policing system can work better to tackle fast changing crime, to leadership and culture. The Home Secretary has been clear that she will work with policing in partnership to address the existing challenges and help the system deliver effective and efficient policing to the public.
