Conclusion
While there is probably an optimal structure for the organisation, there is none that would fully protect it against poor leadership and management. Conversely, the right appointments can help an organisation succeed despite structural challenges. There is no evidence that the structure of the organisation has, to this point, been detrimental to the success of previous National Statisticians in running the organisation.
