Conclusion
The transition from the Labour Force Survey to the Transformed Labour Force Survey has not been handled well enough and the result has been significant reputational damage to the ONS. Project management for the Transformed Labour Force Survey was poor. Churn amongst Senior Responsible Owners was notable and the ONS seemed to lose sight of the original aim for a slimmed down survey to supplement greater use of administrative data. The project appears to be back on track but only following a reset. (Conclusion, Paragraph 26)
