Recommendation
In its partnerships with SIDS, the Government should therefore commit to making multi-year funded programmes the norm.

Partly Agree 22. The FCDO currently has several multi-year programmes focused on supporting SIDS, including through our two centrally managed programmes: Small Island Developing States Capacity and Resilience (SIDAR), and Sustainable Blue Economies (SBE). The FCDO aims to strengthen and develop these as the Spending Review process proceeds and as the government considers how to allocate resources most effectively during the Spending Review period. Multi-year programmes will always be subject to financial allocations within the Spending Review context, and agreements with partners must feature break clauses where they span different periods.
