Conclusion (the committee's words)
The Committee agrees that it is important to review systems to make sure they are delivering value for money and meeting their strategic objectives. However, there are signs that key decisions regarding the future of DFID have already been made. In a time of COVID-19, now is not the time to take those decisions or make those changes.
