Recommendation 30

We recommend that the government ensure that the FCDO is able to retain a set of individuals who can act as an integrity function across its multilateral partners. As a major shareholder of these institutions, this function should enable the government to utilise its convening power to: • push these institutions to become more flexible and responsive with fewer bureaucratic barriers; 58 • work with these institutions to determine how ICF can be deployed innovatively; • hold these institutions to account when they are not generating impact in, or channelling sufficient funding to, the poorest and most climate- vulnerable countries; and • hold these institutions to account on adequately reflecting UK priorities in the spend of ICF.
