Conclusion
We hope work to improve investigations at UK ODA receiving partners will continue under the merged FCDO in a way that encourages participation of the local population in the process. However, the culture of the sector (described in Chapter 4 of this report) is also key to ensuring that robust investigations are undertaken and complaints against perpetrators are upheld.
