Conclusion
We support the Foreign Secretary’s inclusion of key secondary impacts of covid-19, such as famine, in the new Strategic Framework for UK ODA. However, we are concerned that the framework omits other crucial areas, including an explicit commitment to poverty reduction.

The Integrated Review, representing the most comprehensive articulation of a foreign policy and national security approach published by a British Government in decades, has made clear that the UK will remain a world-leading international development donor, committed to the global fight against poverty and to achieving the UN SDGs by 2030. The work of UK aid to reduce poverty is central to FCDO’s mission, and we remain committed to following the international rules on what constitutes aid set by the Organisation for Economic Co-operation and Development’s Development Assistance Committee. The seven priorities for UK aid articulated in the new Strategic Framework for ODA represent areas where the UK can make the most difference to the world’s most important challenges. They are all set in the overarching pursuit of poverty reduction—consistent with section 1 of the International Development Act 2002—and the delivery of the SDG’s.
