Conclusion
Basic services were cut off at the start of the conflict and more than 4.5 million people have been without adequate power or communications for more than four months.129 Filippo Grandi pointed out that the closure of the banking and telecommunications systems had “added to the hardship of thousands of people”.130 Some critical infrastructure, including roads and bridges, will have been damaged during the fighting.131
