Gebru Jember, Technical Lead of the Least Developed Countries Initiative for Effective Adaptation and Resilience (LIFE-AR) and former Chair of the LDC Group, spoke of lengthy review processes as well as micromanaging by the GCF Board which delayed the disbursement of funds even further..89 In his words: They [the Board of the GCF] do not even want to give the GCF secretariat the right to approve small-scale projects. There are a number of projects that are waiting for the board to approve them. […] There are […] resources being kept there, but they are not accessible for local communities in vulnerable countries.90
