Using network analysis to look at actors, contexts, and interrelations, such as potential perpetrators, their motivations, and potential coalitions that could prevent atrocities from occurring is central to our approach. In respect of sanctions, such tools are routinely used to assess corporate structures and financial linkages between individuals and entities, and HMG continues to invest in them.
