Recommendation
The Government should, as a matter of urgency, clarify its stance on the balance of levies between electricity and gas, revisions to the EPC regime and the role of hydrogen in heating. (Recommendation, Paragraph 95)

The government agrees with this recommendation The Warm Homes Plan will invest £15 billion to upgrade up to five million homes by 2030. This represents the biggest ever public investment to upgrade British homes and demonstrates our commitment to ramp up the delivery of retrofit during this Parliament. Through its delivery partners, the government routinely carries out evaluation activities to measure the impact of departmental skills funding on the supply of skills provision in England. We will continue to undertake these evaluation activities throughout the duration of the skills funding announced in the Warm Homes Plan. 19
