Conclusion
The sector has called for a Mental Health Commissioner to address concerns about a lack of accountability across the mental health system. The Government has said it does not want to take this approach. We ask it to set out proposals to strengthen accountability, including for implementing the Patient and Carer Race Equality Framework in full. (Recommendation, Paragraph 206) 80
