Recommendation
We recommend that the Bill sets out in detail, the scope and areas of decision-making that will apply to this power. We further recommend that the Bill places a duty on the Secretary of State to publish any direction made by his office, including responses by the affected body, and that such powers are implemented in accordance with a public interest test.
