The Committee recognises that a needs based approach could work for some if it was delivered effectively. At the same time, the Committee strongly believes that there are benefits associated with a diagnosis that cannot be achieved without it. A diagnosis allows an individual to understand themselves better and provides an individual with a community. A diagnosis is necessary too to enable an individual to access what could be life changing medication. A needs based approach cannot be a substitute for a diagnosis.
