The Ombudsman found that the Council had failed to provide final stage 2 complaint response. The Ombudsman said this caused uncertainty and frustration for Mr A and decided to settle the complaint without an investigation.

The Ombudsman sought and gained the Council’s agreement to, within 1 weeks, apologise for the delay and explain why this happened, offer a financial redress payment of £150 in recognition of the delay and to explain who has been appointed to complete the stage 2 investigation and confirm that this will start on the week commencing 22 June. Ithas also agreed that within 5 weeks of 22 June 2026, it will provide the final stage 2 complaint response.
