Mr X complained that Bridgend County Borough Council failed to take action against a Bowls Club that is misusing a Premises License that has a restrictive covenant within the title.

The Ombudsman concluded that the Council had failed to respond to Mr X’s complaint in line with its complaint process. The Ombudsman said this caused uncertainty, frustration, and inconvenience to Mr X. The Ombudsman decided to settle the complaint without an investigation.

The Ombudsman sought and gained the Council’s agreement to apologise for the delay, explain the reasons for the delay, and issue its complaint response, all within 2 weeks of the Ombudsman’s decision.
