Recommendation - City of London Police

City of London Police Ref: 2016/077156 Recommended 25 Jun 2018 Response due 20 Aug 2018

This investigation focused on the actions of two City of London Police officers who left a man who was showing signs of being drunk and incapable in a bus shelter without calling for medical assistance. Eight minutes later two Metropolitan Police Service officers found the man in the same location and then called an ambulance as he was unresponsive. The man died in hospital a week later.

Recommendation 1

There is national APP guidance that states that drunk and incapable individuals are in need of medical assistance in hospital and officers should call an ambulance immediately. The IOPC recommends that the City of London Police take steps to satisfy itself that their officers and staff are familiar with how to deal with members of the public who are drunk and incapable and understand the signs of incapability.
