Hogan-Howe Review
Independent review commissioned by the Home Office in March 2026 and chaired by Lord Hogan-Howe, former Metropolitan Police Commissioner, to make recommendations on the optimum size and configuration of police forces across England and Wales. The review will identify how to deliver the government's ambition to move from the current 43-force model to fewer, larger forces by the end of the next Parliament, including identifying forces suited for pathfinder mergers this Parliament, and consider governance and accountability of new forces. A report is expected by the end of summer 2026.
