Work was being carried out in and access allowed to the external boiler room at Guernsey Benham House without suitable controls. This created a risk of serious personal injury from exposure to asbestos fibres, which could cause asbestosis or mesothelioma. This was because unencapsulated asbestos debris was present on the walls and damaged asbestos material was on the floor, and adequate measures were not taken to prevent exposure.
