1 Open By 30 September 2026, the NCA, working with the Home Office, should produce a long-term (for example, ten-year) costed IT strategy. This should: define the NCA’s IT requirements; remove dependency on its legacy IT systems; and make sure that over the term of the strategy, the NCA can achieve the transformation it needs. 2 Open By 30 September 2026, the NCA should develop a clear three to five year medium-term financial strategy. This plan should reflect the financial implications of the IT strategy and agreed Home Office funding. It should include: an estimate of future costs and funding; priorities for investment; potential future financial challenges and changes in demand; the actions it needs to take to address any challenges and changes; and testing of the financial assumptions in the plan. 3 Open By 30 September 2026, the NCA should develop a plan that sets out a clear timescale for integrating and improving its HR and finance IT processes, and for implementing an enterprise resource planning system. We also reiterate recommendations 1 and 2 from our ‘National Crime Agency inspection: An inspection of the effectiveness and efficiency of the National Data Exploitation Capability’ report, which are still outstanding.
