About Force Management Statements
Forces submit Force Management Statements (FMS) to HMICFRS annually as a forward-looking self-assessment covering demand, capacity, capability, and planned mitigations against a standard 11-chapter template. HMICFRS uses the FMS as a starting point for PEEL inspections.
The FMS is a "they said" record — what the force itself believes about its capability and where it is heading. It is most useful when read alongside the matching HMICFRS inspection findings, complaint data, and Police & Crime Plan to triangulate against external scrutiny.
