Summary
The review highlights decades of unrecognised coercive control and financial abuse by the victim towards the perpetrator, exacerbated by significant hidden debts and the victim's declining health. Agencies had no prior knowledge of the abuse, and the perpetrator's isolation and shame prevented her from seeking support.
