Summary

The review identifies systemic failures by agencies to recognise and respond to coercive control, financial abuse, and self-neglect. These issues were compounded by inadequate multi-agency communication and a lack of professional curiosity regarding the victim's deteriorating health and living conditions.

1. The victim’s review will be developed into an accessible case study and will include a visual training tool. These resources will raise awareness of coercive control, economic abuse, and self-neglect. The resources will be shared by CSP and CSAB to partner agencies for training and will be available on their websites for all organisations to access. Cumberland Community Safety Partnership
2. Home Group will produce a specific self-neglect policy and will raise awareness of the CSAB escalation policy. Launch of the new policy will include training in self-neglect awareness and referral pathways and raise awareness of how to escalate concerns following safeguarding or MARAC referrals. Home Group
3. Professional curiosity training to be further rolled out across all partner agencies. This began in 2022, will continue and will be monitored for impact. Cumberland Community Safety Partnership
4. Victim Support’s Domestic Abuse Awareness training will be made widely available to partner agencies. This includes coercive control awareness, older people and domestic abuse, and homicide timeline research. Victim Support
