17.4 The Domestic Abuse Act 2021 (section 57) requires all Local Authorities to: (a) assess, or make arrangements for the assessment of, the need for accommodation-based support in its area, (b) prepare and publish a strategy for the provision of such support in its area, and (c) monitor and evaluate the effectiveness of the strategy. The assessment and strategy for Liverpool should take into account the learning from this case. The panel further recommends that the Home Office encourage all local Authorities to ensure that their assessment and strategy for accommodation-based support takes into account people with complex needs, including the risk of suicide.
