1. By 9 July 2026, the provider must ensure leadership, governance and oversight arrangements effectively identify, respond to and manage risks so that people are safe and their wellbeing is protected. To achieve this, the provider must: a) ensure staff recognise, escalate and refer adult support and protection concerns and notifications promptly to relevant statutory and regulatory bodies b) ensure the service identifies complaints, incidents and concerns and takes timely and appropriate action c) ensure supervision and oversight arrangements are consistently implemented and embedded d) ensure governance and audit systems are effective, acted upon and used proactively to identify and manage risk e) ensure communication systems are robust so staff consistently share and respond to critical information This1. By 9 July 2026, the provider must ensure staffing arrangements are sufficient and effectively organised so people receive safe, timely and person centred care that meets their assessed needs. To achieve this, the provider must, at a minimum: a) ensure sufficient staff are available to meet people’s assessed needs and prevent missed and late visits b) review and improve rota planning so the service issues schedules in advance and makes them realistic to deliver c) ensure staffing arrangements support continuity of care so people are supported by staff who know them well d) ensure the service informs people and their families of changes to visits in a timely way e) monitor the impact of staffing pressures on people’s outcomes and take prompt action to reduce risk This is to comply with Regulation 4(1
1. To ensure people receive care that reflects their current needs and preferences, the provider should ensure care plans are consistently accessible to staff at the point of care and that reviews take place within expected timescales, with people and appropriate representatives fully involved. This is to ensure care and support is consistent with the Health and Social Care Standards which state: “I am fully involved in developing and reviewing my personal plan, which respects my choices and wishes.” (HSCS 2.17)
1. By 16 January 2025, the provider must ensure that staff are recruited safely to ensure that people using the service are kept safe. To do this, the provider should follow the 'Safer Recruitment Through Better Recruitment (2023)' guidance document. This includes, but is not limited to: a) Ensuring right to work checks, Protection of Vulnerable Groups (PVG) checks, and, if necessary, overseas police checks have been completed prior to employees commencing work. b) Ensuring satisfactory employment references and, if necessary, character references are received prior to employees commencing work. This is to comply with Regulation 9(1) (Fitness of employees) of The Social Care and S ocial W ork I mprovement Scotland (Requirements for Care Services) Regulations 2011 (SSI 2011/210).
1. To ensure consistency of support, the provider should ensure that people are supported by a team of staff that know them and their needs well. This should include taking account people's preferences and agreements made with them. This should further include communicating in advance who will provide support and that ensuring people are informed timeously of any changes. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: 'I am supported and cared for by people I know so that I experience consistency and continuity' (HSCS 4.16).
Conditions of registration
To provide a housing support service to adults and older people over the age of 16 in their own homes and in the wider community.
The support will be provided by four staff teams based in Aberdeen Dundee Fife and Perth/ Falkirk.
The provider shall inform service users and their representatives that the care service is registered with the Care Inspectorate and shall ensure that they are made aware of the name of the registered service with its contact details as it appears on this certificate.
