1. By 09 September 2026, to ensure people receive safe, responsive and person centred care, the provider must ensure that the staffing numbers and skill mix are appropriate across all areas of the service. To do this, the provider must, at a minimum: a) Review how people’s needs, dependency, and the layout of the environment are assessed and used to inform staffing decisions. b) Ensure staffing levels and skill mix support safe care delivery and meaningful engagement. c) Ensure there is sufficient staff cover in all areas of the service, including maintenance, housekeeping, laundry and kitchen. d) Demonstrate how staffing arrangements are reviewed and adjusted in response to changes in need and identified risks This is to comply with Section 7(1)(a) of the Health and Care (Staffing) (Scotland) Act 2019. This is to ensure that care and support is consistent with the Health and Social Care Standards which state: 'My needs are met by the right number of people'. (HSCS 3.15)1. By 09 September 2026, to ensure people live in a safe, clean and well-maintained environment, the provider must develop, implement and sustain effective infection prevention and control (IPC) processes. To do this, the provider must, at a minimum: a) Ensure adequate cleaning schedules and infection prevention and control arrangements are in place with effective oversight. This should include regular, planned, deep cleaning of the service. b) Ensure any identified infection prevention and control issues are escalated to the provider and are included in the environmental improvement plan, with clear timescales for resolution. c) Ensure that all staff responsible for housekeeping tasks undertake training that aligns with current best practice in infection prevention and control. This is to comply with Regulation 4(1)(a) of the Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011 (SSI 2011/210). By 09 September 2026, to promote independence and wellbeing, the provider must ensure that people have access to a range of spaces in the service which are safe, well maintained, and appropriate for their needs. To do this, the provider must, at a minimum: a) Ensure adequate 'dementia friendly' signage is in place throughout the service to aid wayfinding. b) Ensure shared spaces are well maintained, visible, secure, and easily accessible. c) Ensure staffing arrangements are flexible so that support is available for people to use different spaces when they would like to. This is to comply with Regulation 4(1)(a) and 10(2)(a) of the Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011 (SSI 2011/210). This is to ensure that care and support is consistent with the Health and Social Care Standards which state: 'My environment is safe, clean and comfortable' (HSCS 1.18) and 'I can independently access the parts of the premises I use
1. To ensure all staff are skilled and competent in their roles, the provider should review the induction process for all new staff. The staff induction should provide a structured learning pathway for new staff members which includes; relevant training, shadowing opportunities, observations of practice, reflection on professional codes of practice, and regular one to one discussion with their line manager. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which states: ‘I have confidence in people because they are trained, competent and skilled, are able to reflect on their practice and follow their professional and organisational codes'. (HSCS 3.15)
1. By 31 March 2026, the provider must ensure that people experience a service with suitably trained staff. To do this, the provider must: a) Develop a comprehensive list of mandatory and additional training for each role. b) Ensure all staff have completed induction and training relevant to their role. c) Maintain a record of all staff training, which clearly outlines the training staff have completed and when refresher training is due. This is to comply with section (8) of the Health and Care (Staffing)(Scotland) Act 2019 (HCSSA). This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state: 'I have confidence in people because they are trained, competent and skilled, are able to reflect1. By 31 October 2026, to ensure the safety and comfort of people, the provider must complete the outstanding actions from the agreed environmental plan that is part of the conditions of registration. This is to comply with Regulation 10. (Fitness of premises) of the Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011 (SSI 2011/210) . This is to ensure care and support is consistent with the Health and Social Care Standards (HSCS) which state: ‘The premises have been adapted, equipped and furnished to meet my needs and wishes’ (HSCS 5.18).
1. To ensure people benefit from a service that is well-led, the provider should develop clear operating procedures for leaders and staff to follow. This should include, but not be limited to, guidance for medication practice, guidance for quality assurance, and guidance for maintenance of the environment. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state: 'I experience high quality care and support based on relevant evidence, guidance and best practice.' (HSCS 4.11).
1. To ensure people benefit from a homely setting that is clean, safe, and comfortable, the provider should undertake an audit of the environmental improvements that have been completed. The provider should use this to identify and prioritise future environmental improvements which should be set out in an improvement plan. This should be shared with people and their representatives. This is to ensure care and support is consistent with Health and Social Care Standards which state: "I experience an environment that is well looked after with clean, tidy and well maintained premises, furnishings and equipment" (HSCS 5.22).
1. By 28 July 2025, the provider must ensure there are adequate systems in place to keep people safe. To do this, the provider must, at a minimum: a) provide a clear action plan and timescale for a safe and effective replacement for the nurse call system; b) provide a clear action plan and timescale for the repair of the internal and external fire doors; c) ensure that the temporary assistive technology used to mitigate the failure of these systems is suitable for people's needs and based on clear and regularly updated risk assessment;

To do this, the provider must, at a minimum: a) ensure that daily, weekly, and monthly maintenance tasks are clearly outlined and based on up-to-date best practice guidance; b) ensure there is a clear policy or protocol for staff to follow when completing maintenance tasks. This should include clear guidance on recording and when to highlight and escalate concerns; c) ensure adequate oversight of maintenance tasks to identify priority areas for follow- up. By 28 July 2025, to ensure people's care and support needs are fully considered, the provider must implement a system for completing six monthly care reviews. To do this, the provider must, at a minimum: a) schedule six monthly reviews for all people using the service; b) ensure people, their representatives and key professionals are invited to contribute to these reviews; c) ensure people's personal plans are updated to include any changes identified at the review. The updated personal plan should be made available to the person and/or their representative, if requested; and d) ensure any actions agreed at the review are recorded, planned and followed-up. Conditions of registration
To provide a care service to a maximum of 38 older people over the age of 65 years with assessed care needs; One place may be provided to a named individual under the age of 65 years as agreed following a variation request dated 22 November 2024.
Within the maximum number of registered places bedrooms 17 and 37 will only be used for respite and short breaks for older people. Of these one place can be used for a named individual under the age of 65 as agreed following a variation request dated 22 November 2024
The provider will action each of the points on the agreed improvement plan dated 16 March 2023 within the specified timescales. The improvement plan must be displayed with the service's registration certificate.
