1. By 28 September 2026, the provider must ensure people are safe and protected from harm because appropriate medication policies and procedures are in place and followed. This should include but not be limited to: a) medication records being completed according to the medication policy and in line with best practice b) staff being trained in medication practice and assessed as competent c) the provider providing a monthly update on progress made. This is to comply with Regulation 4(1)(a) of The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011(SSI 2011/210). This is to ensure that care and support is consistent with Health and Social Care Standards (HSCS) which state that ‘Any treatment or intervention that I experience is safe and effective’ (HSCS 1.24) and ‘I experience high quality care and support based on relevant evidence, guidance and best practice (4.11). To do this the provider must, at a minimum: a) ensure there are suitably skilled and knowledgeable individuals in place to provide instruction, support and guidance in adult support and protection practice b) ensure staff are fully aware of national adult protection legislation, the services' own internal policies and guidelines, and can implement these with confidence when needed c) update the care inspectorate and share progress monthly. This is to comply with Regulation 4(1)(a) of The Social Care and Social Work Improvement Scotland (Requirements for Care Service) Regulations 2011 (SSSI 2011/210). This is to ensure that care and support is consistent with Health and Social Care Standards which state that :’I am protected from harm, neglect, abuse, bullying and exploitation by people3. By 28 August 2026, the provider must ensure people are safe and protected from harm because infection prevention and control (IPC) practices are known and followed. To do this the provider must: a) ensure staff are trained and assessed as competent in IPC practice and work in accordance with best practice and service policy b) ensure adequate supplies of PPE are available at all times c) update the care inspectorate and share progress monthly. This is to comply with Regulation 4(1)(a) of The Social Care and Social Work Improvement Scotland (Requirements for Care Service) Regulations 2011 (SSSI 2011/210). This is to ensure that care and support is consistent with Health and Social Care Standards which state that: ’I have confidence in people because they are trained, competent and skilled, are able to reflect on their practice and follow their professional and organisational codes’ (HCSC 3.14) and ‘any trea1. By 28 August 2026 to improve oversight of people’s safety and wellbeing, and improve governance, the provider must ensure there is a suitably qualified and experienced manager to manage the service. To do this the provider must ensure, at a minimum: a) a visible manager who is registered, competent, able to guide staff, and manage the daily operations of the service b) ensure service improvement is evidenced with self-evaluation and an active and regularly reviewed service improvement plan c) update the care inspectorate and share progress monthly. This is to comply with Regulation 4(1)(a) (Welfare of users) of The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011 (SSI 2011/210). By 19 October 2026, the provider must ensure that quality assurance processes are carried out effectively and in a manner which achieves improvements in the service. To do this the provider must ensure, at a minimum: a) routine and regular management audits are being completed across all key areas of the service being provided not limited to people's finances, medication, care plans, reviews and adult protection b) internal quality assurance systems identify any issue which may have a negative impact on the health and welfare of people supported and obtain regular feedback from people, relatives, and staff to inform service improvements c) clear action plans with timescales are devised where deficits and/or areas for improvement have been identified d) action plans are regularly reviewed and signed off by an appropriate person i1. To do this, the provider must ensure, at a minimum: a) recruitment processes follow good practice guidance from the Scottish Social Services Council (SSSC) and the Care Inspectorate: ‘Safer Recruitment Through Better Recruitment’ (September 2023) b) ensure staff have access to a robust induction which is recorded and reviewed.
