1. To ensure young people receive a consistently high standard of care and support, the service should make efforts to improve retention of staff and leaders. This should include carrying out a review of roles and responsibilities, and consulting with current staff and leaders. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: 'I am supported and cared for by people I know so that I experience consistency and continuity' (HSCS 4.16), and 'I use a service and organisation that are well led and managed' (HSCS 4.23).

2. To ensure young people are safe, the service should improve medication procedures and management oversight of medication. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: 'I experience high quality care and support based on relevant evidence, guidance and best practice' (HSCS 4.11), and, 'I benefit from a culture of continuous improvement, with the organisation having robust and transparent quality assurance processes' (HSCS 4.19).

To ensure young people’s needs are being fully met, and to ensure a dignified and respectful approach to care, the service should carry out an assessment of the match between the young people living in the service. This assessment should be shared with lead professionals to help inform future planning. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that, ‘If my independence, control and choice are restricted, this complies with the relevant legislation and any restrictions are justified, kept to a minimum and carried out sensitively’ (HSCS 1.3) and, ‘If I experience care and support in a group, the overall size and composition of that group is right for me’ (HSCS 1.
