Recommendation 1

1. The service should ensure care is consistently responsive to people's individual needs and preferences, promoting dignity, respect and wellbeing. This includes providing positive, well-managed mealtime experiences where people do not wait unnecessarily for meals, ensuring personal clothing is returned promptly following laundering, and responding proactively to changes in people's needs. This will support people to experience personalised care that promotes comfort, independence and a sense of identity. This is also to ensure that care and support is consistent with the Health and Social Care Standards which state: ‘My care and support meets my needs and is right for me.. ‘ (HSCS 1.19).

Recommendation 2

2. The service should ensure care is consistently responsive to people’s assessed needs and that care-related documentation is completed accurately and in a timely manner. Records should clearly reflect the care provided, ongoing monitoring, changes in people’s health and wellbeing, and any actions taken in response. This will help ensure people receive safe, person-centred care that supports positive outcomes and enables staff to respond effectively to changing needs. This is also to ensure that care and support is consistent with the Health and Social Care Standards which state: ‘I experience high quality care and support because people have the necessary information and resources.. ‘ (HSCS 4.27).

Recommendation 3

3. The service should use the findings from its recent resident survey to further develop and enhance the activities programme, ensuring it reflects people's interests, preferences and aspirations. Opportunities for meaningful occupation, social engagement and stimulation should be available throughout the day, enabling people to feel engaged, valued and supported to spend their time in ways that are important to them. This will help reduce the risk of social isolation and promote wellbeing, independence and quality of life. This is also to ensure that care and support is consistent with the Health and Social Care Standards which state: ‘I can choose to have an active life and participate in a range of recreational, social, creative, physical and learning activities every day, both indoors and outdoors’. (HSCS 1.25).

Recommendation 4

1. To further improve outcomes for people experiencing care, the manager should increase the frequency of practice observations and spot checks. This will provide greater oversight of care delivery, help identify areas for improvement, and create ongoing opportunities for staff learning, reflection and development. Enhanced monitoring will support the delivery of safe, responsive and person-centred care that consistently meets people's needs and promotes positive outcomes. This is to ensure care and support is consistent with the Health and Social Care Standards (HSCS) which state: ‘I benefit from a culture of continuous improvement, with the organisation having robust and transparent quality assurance processes’. (HSCS 4.19).

Recommendation 5

1. To ensure staffing arrangements continue to meet people's needs, the service should review staffing levels and the deployment of staff throughout the day. Dependency assessments should take account of both direct care and support needs, as well as non-direct care responsibilities such as staff training, supervision, meetings and administrative duties. This will help ensure sufficient staff are available to provide responsive, person-centred care and meaningful engagement, while maintaining the safe and effective operation of the service. This is to ensure care and support is consistent with the Health and Social Care Standards (HSCS) which state: ‘My needs are met by the right number of people’. (HSCS 3.15).
