1. By 15 March 2026, to ensure that people’s care and support needs are met effectively, the provider must ensure that staffing arrangements are safe and meet all of the health and wellbeing needs of people, including the cleanliness of their environment. To do this, the provider must, at a minimum: a) regularly assess and review people’s care and support needs b) demonstrate how the outcome of people’s assessments are used to inform staffing numbers and arrangements c) implement quality assurance systems to evaluate people’s care experiences and assess if staffing arrangements are effective in providing responsive, person-centred support. d) Review and implement staffing arrangements to ensure that the cleanliness of the environment is kept to an acceptable standard This is in order to comply with section 7(1)(a) and (b) of the Health and Care (Staffing) (Scotland) Act 2019. This is to ensure that care and support is consistent with the He1. By the 15 March 2026, the provider must ensure people are supported in an environment that is well maintained, safe, comfortable, clean and minimises the risk of the spread of infection. To do this the provider must, as a minimum, ensure that: a) A full review of the environment is undertaken to ensure all areas, equipment and furnishings are clean and well maintained to provide a safe and comfortable home for people. b) A replacement and refurbishment plan for the whole setting is put in place which includes appropriate timescales for completion and actioning those that affect Infection Prevention and Control first. c) A review of cleaning schedules is undertaken to ensure all areas of the home are covered. d) Regular, effective quality assurance audits are taking place with required improvements documented and carried out timeously. This is to comply with regulations 4 (1) (a) and (d) Welfare of Users and procedures
1. To support people's health and wellbeing, improve the quality of their day and meaningful activity the provider should improve how they support people, both in a group setting and on a one-to-one basis, tailored to people’s individual preferences and interests. This should include the opportunity to access the community if they wish. This is to ensure that care and support is consistent with the Health and Social Care Standard (HSCS) which state that: 'I can choose to have an active life and participate in a range of recreational, social, creative, physical and learning activities every day, both indoors and outdoors' (HSCS 1.25) and ‘I can maintain and develop my interests, activities and what matters to me in the way that I like’ (HSCS 2.22)
Conditions of registration

1. To provide a care service to a maximum of 80 older people some of whom may have dementia.

2. To comply with the staffing schedule dated 9 July 2014 which must be displayed together with the certificate.
3. The provider must prepare and display together with the certificate of registration, a staffing schedule which reflects the current four weekly assessment of need. This must be altered accordingly, should the needs of the service users change within each four week period. There must be at least one registered nurse present in the home at all times and the provider must be able to demonstrate that the number and skill mix of staff is appropriate, to meet the health, welfare and safety needs of service users. This condition is time limited for 13 months and temporarily supersedes condition number two above which comes back into force on 31 July 2019. To make any change to this condition, a variation must be applied for, no less than three months before expiry of the 12 month date.
