1. To support continuous improvement and ensure high-quality outcomes for children, the provider should strengthen organisational and quality assurance processes. This should include updating policies and risk assessments in line with current legislation and best practice guidance, alongside the introduction of a structured monitoring calendar to support consistent oversight of staff practice and engagement. This will help ensure a more effective, responsive and well-managed service that promotes positive outcomes for children. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: ‘I benefit from a culture of continuous improvement, with the organisation having robust and transparent quality assurance processes’ (HSCS 4.19 and ‘I use a service and organisation that are well led and managed’ (HSCS 4.23).

1. To support children’s wellbeing, learning and development, the provider should strengthen the use of observations to clearly link with children’s identified goals and interests. This should inform a more individualised and purposeful approach to planning, ensuring consistent progression and clearer recognition of children’s achievements. This will support children to experience meaningful, responsive care and learning that reflects their individual needs and promotes positive outcomes. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: 'My care and support meets my needs and is right for me’ (HSCS 1.19) and ‘As a child, I can direct my own play and activities in the way that I choose and freely access a wide range of experiences and resources suitable for my age and stage, which stimulate my natural curiosity, learning and creativity. (HSCS 2.27).

To support children’s wellbeing and ensure high-quality, individualised care, the provider should further develop approaches to personal planning so that plans are meaningful, regularly reviewed and used effectively to support positive outcomes for children. This will ensure children’s needs, preferences and progress are consistently identified, monitored and responded to in a timely and responsive way. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: 'My personal plan is right for me because it sets out how my needs will be met, as well as my wishes and choices’ (HSCS 1.1) and ‘I experience high quality care and support because people have the necessary information and resources’ (HSCS 4.27).
