Recommendation 1

1. To ensure that accurate evidence informs plans for young people's safety and wellbeing, the provider should explore ways in which risk can be better understood and managed. This will help to reduce the likelihood of risk by providing clear strategies, which can be applied consistently, to improve outcomes for young people. This is to ensure that care and support is consistent with Health and Social Care Standards which state; 'My care and support is provided in a planned and safe way, including if there is an emergency or unexpected event' (HSCS, 4.14) and 'If I am supported and cared for by a team or more than one organisation, this is well coordinated so that I experience consistency and continuity' (HSCS, 4.17).

Recommendation 2

2. To ensure that young people's needs and wishes are met with the correct number of staff, skill mix and experience, the provider should escalate it's work in relation to it's staffing model for children's residential services. This will mean that care and support is tailored to the individual needs of young people. This is to ensure that care and support is consistent with Health and Social Care Standards which state; ' My needs are met by the right number of people' (HSCS, 3.15) and 'My care and support meets my needs and is right for me' (HSCS, 1.19).
