1. The provider should ensure there is a clear framework for mandatory training, to ensure people benefit from a skilled staff team. All staff should have access to and undertake appropriate and ongoing learning and development opportunities relevant to their role and specific needs of people supported. This should include a consistent approach to observations of practice and opportunities for reflection such as regular team meetings. This is to ensure care and support is consistent with the Health and Social Care Standards (HSCS), which state: “I have confidence in people because they are trained, competent and skilled, are able to reflect on their practice and follow their professional and organisational codes.” (HSCS 3.14)

2. To ensure the safety of people, the provider should ensure all staff are appropriately registered with their regulatory body and their employment linked to the service. Where there are issues in relation to registration, organisational policy should be followed and notifications made to Care Inspectorate. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: 'I am confident that the people who support and care for me have been appropriately and suitably recruited' (HSCS 4.24).
