Requirement 1

1. By 30 June 2026, the provider must ensure that people are safe and protected from harm or abuse. To do this, the provider must, at a minimum: a) Ensure all staff have undertaken appropriate training in Adult Support and Protection (ASP). b) Ensure all staff have access to clear guidance and understand the criteria for ASP referrals. c) Ensure that national Adult Support and Protection procedures are being followed by the service. d) Ensure there is management oversight of incidents which may meet the criteria for ASP and that decision-making is clearly recorded. This is to comply with Regulation 4(1)(a) (Welfare of users) of The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011 (SSI 2011/210). By 30 June 2026, the provider must ensure that people's medication is administered safely by staff, and people are supported to manage their medication safely. To do this, the provider must, at a minimum: a) Ensure all staff who administer medication undertake robust training and have their competency assessed annually. Training compliance must be recorded and regularly updated. b) Ensure all medication errors are investigated and properly recorded in line with organisational guidance. Advice from healthcare professionals and any follow-up actions must be clearly recorded. c) Ensure people's medication support needs are assessed by a competent person and clearly recorded in their personal plan. Requirement 1

1. By 27 March 2026, the provider must ensure that quality assurance processes are used and improvements in the service are achieved. This is to support better outcomes for people. To do this, the provider must, at a minimum: a) ensure routine and regular management audits are being completed across all areas of the service being provided b) ensure internal quality assurance systems identify any issue which may have a negative impact on the health and welfare of people supported c) take timely and effective action in response to identified concerns with clear records of action taken, outcomes achieved and lessons learned d) ensure action plans are regularly reviewed and signed off by an appropriate person in the organisation when improvements are achieved. This is to comply with Regulation 3 and 4(1)(a) of The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2012. By 20 February 2026, the provider must ensure people's safety and wellbeing is fully supported by recording legally required information. To do this, the provider must, at a minimum: a) ensure that staff have and use the correct documentation to record incidents, accidents, missed visits and medication as well as any other required recordings b) ensure that required notifications are made to the Care Inspectorate. This is to comply with Regulation 19 and 21 of The Regulation of Care (Requirements as to Care Services) (Scotland) Regulations 2002 (SSI 2002/114). Requirement 2

1. By 20 February 2026, the provider must ensure that people's support needs are met effectively by an appropriately trained staff team who are competent in their roles. This must include, but not be limited to: a) ensuring all staff receive induction and training relevant to their role b) ensuring that relevant training is current c) keeping accurate records of all completed training. This is to comply with Section 8(1)(a) of the Health and Care (Staffing) (Scotland) Act 2019. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: "I have confidence in people because they are trained, competent and skilled, are able to reflect on their practice and follow their professional and organisational codes" (HSCS 3.14).

Requirement 3

2. By 27 March 2026, the provider must ensure staff receive regular and effective supervision to promote staff support, competence and professional development. To do this, the provider must, at a minimum: a) ensure staff supervision is held in line with organisational guidelines and best practice to promote individual learning and identify and review staff training needs b) ensure staff benefit from practice observations with detailed feedback to support their continuous learning and professional development. This is to comply with Section 8(1)(a) of the Health and Care (Staffing) (Scotland) Act 2019. This is to ensure that care and support is consistent with Health and Social Care Standards (HSCS) which state that: "I have confidence in people because they are trained, competent and skilled, are able to reflect on their practice and follow their professional and organisational codes" (HSCS 3.14) and "I experience high quality care and support be1. By 20 February 2026, the provider must ensure that personal plans are in place and contain sufficient detail to allow staff to provide effective support for people's health, welfare and safety needs. These must be reviewed at least every six months, or when a significant change occurs. Risk assessments and people’s choices and wishes must inform personal plans. This is to comply with Regulations 5(1) and (5)(2)(b) of The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011/210). This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: "My personal plan (sometimes referred to as a care plan) is right for me because it sets out how my needs will be met, as well as my wishes and choices" (HSCS 1.15).
