Recommendation 1

1. To ensure robust and transparent recruitment practices, the provider should implement clear procedures for verifying, recording, and evaluating references. This includes maintaining a consistent audit trail that demonstrates how references have been assessed and how they contribute to decisions about staff suitability. This is to ensure that care and support is consistent with the Health and Social Care Standards (HSCS) which state that: 'I am confident that people who support and care for me have been appropriately and safely recruited' (HSCS 4.24).
