1. Requirement 1 By 17 August 2026 you must ensure matching and admissions processes are effective to keep young people safe and promote their wellbeing. To do this, the provider must, at a minimum ensure: a) Develop a comprehensive action plan to identify emerging and existing risks to young people and outline appropriate mitigation strategies to reduce and manage those risks; b) Ensure the skill mix, experience and competence of staff is appropriate to meet the complexity of needs, including health, behavioural and communication needs; c) Advocate 'voices' of young people by ensuring their concerns regarding safety and wellbeing are actively listened to and reflected in care planning documentation; and d) Review current admissions guidance and procedures to consider current risk in the service at the time, the needs within individual houses and the service as a whole, and the impact on other young people should the referral be accepted. By 7 September 2026 you must ensure the environment is safe for children and young people. To do this, the provider must, at a minimum ensure that: a) Measures put in place to ensure young people can safely and securely access the outdoor environment; b) Undertake a comprehensive environmental risk assessment to determine any risks that remain active within the service, including an action plan to mitigate against these risks; and c) Support the rights and wellbeing of young people through equal access to communal spaces that enable meaningful interaction, safety, and high-quality care and support. This is to comply with Regulation 4(1)(a) (welfare of users) of The Social Care and Social Work Improvement Scotland (Requirements for Care Service) Regulations 2011 (SSI 2011/ 210).
