Key findings
Scope and limits of the Business Appointment Rules
2137 advice letters tracked — covering ministers, special advisers, and senior civil servants taking private sector roles after leaving government.
1022 minister applications — former ministers must seek advice before taking any role in their first two years after leaving office.
1633 cases had conditions — including lobbying bans, waiting periods, and restrictions on using privileged information from their government role.
ACOBA advice was non-binding — the committee could recommend but not prohibit. Compliance was voluntary, which limited the mechanism's enforcement power.
ACOBA closed on 13 October 2025. Former ministers now apply to the Independent Adviser on Ministerial Standards; senior civil servants and special advisers apply through the Civil Service Commission. Both successor registers are tracked on this page.
