Immediate consideration should be given to phasing out vessels built under the 1965 rules unless they meet or can be modified to meet, at least, the 1980 standards in these respects, as they may be substantially less safe than modern ships. If they do not meet them and cannot be so modified, a finite and short term should be put on their lives.
