Recommendation, verbatim from the inquiry

●Inquiry recommendation

Liaison between hospitals and community health services plays an important part in protecting children from deliberate harm. The Department of Health must ensure that those working in such liaison roles receive child protection training. Compliance with child protection policies and procedures must be subject to regular audit by primary care trusts.

A revision of the Children Act 1989 guidance will include two volumes of core guidance accompanied by additional supplementaries. The core guidance to organisations will cover safe transfer from hospital to community in the context of interagency working and follow up (paragraphs 53-55).

Site note: The Thirlwall Inquiry legal team's own notes on implementation, from its Review of Implementation of Recommendations from Previous Inquiries into Healthcare Issues (version dated April 2025, published 27 February 2026). The review does not colour its Extent of Implementation cell for this recommendation green; it leaves the cell uncoloured where a recommendation was rejected, where evidence of implementation was insufficient, or where steps had been taken but implementation was not yet complete.
