Regulation 28 Report to Prevent Future Deaths Response
CORONER’S MATTERS OF CONCERN
The MATTER OF CONCERN is as follows: - That on this particular stretch of road heavy goods vehicles are permitted to stop in order to unload, thereby effectively blocking the southbound carriageway.
BACKGROUND The A4251 Tring Road is a Principal Road with a Main Distributor hierarchy. At present the road in parts is subject to a system of solid double white lines.
It is accepted that loading and unloading is not restricted by the presence of a system of solid white lines at this location.
DETAILS OF ACTION PROPOSED Since receiving this Regulation 28 Report to Prevent Future Deaths, officers have reviewed this information and have decided that an appropriate Traffic Regulation Order (TRO) will be promoted to ensure that loading and unloading is not permitted along this section of highway. The most appropriate form of TRO for this location has yet to be
Creating a cleaner, greener, healthier Hertfordshire established but this will either be in the form of a “Clearway Order” or a “Waiting Restrictions Order” with associated prohibition of loading and unloading at all times.
These orders are both subject to statutory and consultation processes and therefore we cannot commit to a timeframe as to when these may be in place or whether these will receive objections which need to follow due process.
Our Network Management Team will engage with the company named “NuYard” to establish what systems of work they have in place for servicing the site as safely as practicable. This will be undertaken by the end of November 2023.
In addition to the above, the Active and Safer Travel team will engage with cycle clubs and organisations to investigate the opportunity to raise awareness of this type of risk. This will be undertaken by the end of November 2023.
