There have been a number of road traffic collisions on this stretch of the A3083. Mr Vass is the fourth person to be killed on this stretch of road in the last six years. In 2022 two serviceman were killed after a road traffic collision in which the cause of the collision was found to be grossly excessive speed by the deceased driver. In Mr Vass’ death, excessive speeding was found to have caused him to lose control of his car and cross the carriageway, contributed to by Mr Vass driving with excess alcohol.

On this stretch of road the court heard that there are options for the installation of speed enforcement either by way of an average speed camera system or a fixed camera system.

Dear Mr Davies Re: Regulation 28 Prevention of Future Deaths Re: Samuel George Vass (deceased) Thank you for your letter of 10th October 2025, and accompanying Regulation 28 Report, following the recent inquest into the death of Mr Samuel George Vass on the A3083 near RNAS Culdrose, Helston. In response to the fatal collision in 2022 and subsequent analysis of speed data, in May 2023 Cornwall Council submitted a request for targeted enforcement along the A3083 from Devon & Cornwall Police, who remain responsible for speed limit enforcement. The section of road relevant to this request runs from Helston Community Hospital to the junction with the B3293. However, due to limited safe operating sites and recent perimeter fence works undertaken at RNAS Culdrose, regular mobile enforcement has not been feasible. Following this request, Cornwall Council commissioned its contractor to design and deliver highway improvements on the A3083, coordinated with the forward maintenance programme that included resurfacing works. The scheme, completed in August 2024, comprised amendments and an extension to the double white line system, incorporating a new hatched area, together with the reinstatement of (Keep Left) deflection arrows. These measures were introduced to prevent overtaking and enhance separation between opposing carriageway lanes on approach to, and through, the bend at the Helston end. Post-implementation monitoring recorded a reduction of 2.4mph in average speeds and a 1mph reduction in 85th percentile speeds in both directions, indicating a positive outcome. [Page 2] Information Classification: CONTROLLED Building on these improvements, and following the fatal collision involving Samuel George Vass, Cornwall Council has commissioned its contractor to develop further proposals to enhance safety on the A3083. Current proposals include:
• Reduction of the speed limit from the current 60mph National Speed Limit to 50mph, covering the full length of the A3083 around RNAS Culdrose.
• Installation of an average speed camera system. We continue to work closely with the Vision Zero South West (VZSW) Partnership, Devon and Cornwall Police, Jenoptik (Camera Supplier) and RNAS Culdrose, and have secured match funding from VZSW to support delivery of this scheme. Preliminary design is nearing completion, and we are awaiting early feedback from RNAS Culdrose before proceeding to public consultation. Delivery will be subject to successful consultation and completion of detailed design, including Road Safety Audits. All being well, we anticipate the scheme to be delivered in summer 2026. On 16 December 2024, I commenced an investigation into the death of 22-year-old Samuel George VASS.

Samuel George VASS died on 14 December 2024 on the A3083 near RNAS Culdrose Helston Cornwall from trauma consistent with injuries sustained after the vehicle that Sammy was driving crossed the carriageway into the opposite lane and collided with an oncoming vehicle. Sammy had a blood alcohol level well over twice the legal limit which will have significantly impaired his driving. It is likely that Sammy lost control of his vehicle on a bend due to driving at excessive speed for the conditions, whilst under the influence of alcohol. Information Classification: PUBLIC

Mr Vass was a Royal Navy serviceman based at Royal Navy Air Station (RNAS) at Culdrose in Cornwall. He had planned to attend a social event in Helston on the night of his death. There was clear evidence that he had been drinking alcohol before he drove that night.

During the journey from RNAS Culdrose to Helston the car being driven by Mr Vass crossed the carriageway into the path of another vehicle who had just picked up her father from Helston. had no opportunity to avoid the subsequent collision.
