To ask the Secretary of State for Health and Social Care, what steps she is taking to implement the recommendations of the Second interim report of the Infected Blood inquiry on psychological services.
A bespoke psychological support service for infected blood victims, commissioned by NHS England, is currently being developed, and is planned to go live in early summer 2024.
To ask the Minister for the Cabinet Office, with reference to page 22 of the Infected Blood Inquiry’s second Interim Report of the Infected Blood Inquiry, published on 5 April 2023, what steps his Department plans to take to help ensure (a) the independence of and (b) confidence in the arms length body.
The victims of the scandal are at the forefront of my mind, and it is critical to ensure that any scheme works effectively for the victims. The Government will respond in full to Sir Brian Langstaff’s recommendations following the publication of the Inquiry’s final report. Additionally, we are tabling a Government amendment at Report Stage of the Victims and Prisoners Bill in the Other Place to fix technical deficiencies, while working in the spirit of Dame Diana Johnson’s amendment. The amendment is tabled with the intention of speeding up the implementation of the Government’s response to the Infected Blood Inquiry.
To ask the Chancellor of the Exchequer, whether he has made an assessment of the potential long-term financial implications of implementing the full compensation scheme for infected blood victims.
This was an appalling tragedy and my thoughts remain with all those affected. We understand the strength of feeling on this and the need for action and that is why the Government has accepted the moral case for compensation and acknowledged that justice needs to be delivered for the victims.
The Government is working as quickly as possible to consider all the Infected Blood Inquiry’s recommendations with the thoroughness merited by this terrible injustice, to ensure that we are best placed to respond to the Inquiry’s final report once it is published in May.
To ask the Minister for the Cabinet Office, how often he has discussions with the Infected Blood Inquiry on the implementation of compensation recommendations.
I, and my predecessors in this role, have not had formal discussions with members of the Infected Blood Inquiry team, to protect the Inquiry’s independence from Government. The Government has committed to update Parliament through an oral statement on next steps within 25 sitting days following the publication of the Inquiry’s final report on 20 May, and it is our intention to make this statement as soon as possible.

The Cabinet Office holds no information in relation to the Inquiry's methodology. The process and findings of the independent inquiry are a matter for the Chair, Sir Brian Langstaff.

To ask the Minister for the Cabinet Office, what progress his Department has made on implementing recommendations of the first interim report of the Infected Blood Inquiry.
The Inquiry’s first interim report contained the recommendation that an interim payment of no less than £100,000 be paid to all those infected and bereaved partners registered with existing support schemes. The Government made these payments in October 2022, and these payments continue to be made to eligible beneficiaries upon being accepted onto the schemes.

The Infected Blood Inquiry response expert group meets weekly and have met in full seven times as of 20th March. As the work of the expert group relates to the formulation and development of Government policy, their advice, evidence and methodologies as well as the terms of reference, minutes and agendas of their meetings have not been published at this time.

I am committed to engaging with the Infected Blood community and updating Parliament on progress of the Government response to the Infected Blood Inquiry as appropriate. Plans are currently being developed at my request to meet those infected and affected by Infected Blood across the United Kingdom to talk about their priorities ahead of the publication of the Inquiry’s final report. Further information on this will be shared soon.

The Statistical Expert Group, established by the Infected Blood Inquiry, has provided valuable insight into the numbers of infections from blood and blood products in the UK between 1970 and 1991 and subsequent survival rates. However, the requested information is not available by Parliamentary constituency. There is also considerable uncertainty over the number of people, especially those affected, who might be eligible under Sir Brian Langstaff’s recommendations. Therefore I am not able to provide a substantive response to the Honourable Member’s questions on her constituency. Since October 2022, the Government has paid over £400 million in interim compensation payments to those infected or bereaved partners registered with the UK Infected Blood Support Schemes, totalling over 4000 individuals.
