PLANS ALREADY IN PLACE Improving outcomes for learners with SEND is already a fundamental element of Skills policy. Learners with SEND study at all attainment levels and in all settings. Our Post-16 Education and Skills White Paper set out how our reforms will benefit this diverse cohort by raising standards in teaching and learning, strengthening study pathways to employment and adulthood, and improving the support available for young people at key transition points. The Minister for Skills, who sits across the Department for Work and Pensions and the Department for Education, is responsible for Further Education (FE), including governance and accountability of FE colleges, funding for 16–19 education and training, adult education, technical qualifications such as T Levels, and apprenticeships through Skills England. The Minister for Skills will work closely with ministerial colleagues to support the DfE Secretary of State’s plans for SEND reform, which will be set out as part of the Schools White Paper in early 2026.
