Conclusion
We have heard differing views on whether a special regime would be beneficial to protect the interests of students, staff and other stakeholders, or whether creating a regime would distract from efforts to stave off insolvency. While we respect the concerns voiced by university organisations, the negative impact of a disorderly exit is too great to be left unchecked. (Conclusion, Paragraph 145)
