Recommendation 21

An early warning protocol needs to be established with urgency. This follows calls for improved early warning from the Russell Group, the Institute of Physics and Aston University. A protocol would also address when the Government should intervene and ensure there is a clear process to manage the risk of institutional insolvency. Such a protocol would be triggered by the Office for Students categorising an institution as being at risk of insolvency. (Recommendation, Paragraph 120)
