Conclusion
English for Speakers of Other Languages (ESOL) provision can be transformational for adults. Unfortunately, we heard evidence of long waiting lists and demand outstripping supply. And despite the critical importance of ESOL, Adult Education Budget funding for ESOL fell by 56% between 2009–10 and 2016–17, with participation following a similar trend. 2019 research commissioned by the Department for Education also found that 64% of providers stated their current level of funding was insufficient to meet demands for ESOL provision.
