Conclusion
41% of care leavers aged 19–21 are not in education, employment or training, up from 39% in 2020. This is a shameful reflection of an education and careers system that routinely—and without consequences—fails far too many looked-after children. Too often, the potential of care leavers is not being realised. With enhanced support and guidance more care leavers would go on to achieve their ambitions.
