The Department must issue clear guidance to local authorities on the definition of a child missing education, to ensure that all looked- after children not in the roll of a DfE registered school are recorded. Accept in principle. The department recognises the need to hold local authorities to account in terms of looked-after children not in school and failing to receive the education they deserve. This will be considered as part of our wider work to develop an implementation strategy to the care review.
